YU & Associates, Inc (YU) was retained by Ted Yen & Associates (TYA) to develop a Spill Prevention, Control, and Countermeasure (SPCC) Plan for Aboveground Storage Tanks (ASTs) for several facilities located on Governors Island, NY. The project involved compliance inspection and preparing SPCC plans for a total of seven ASTs.
The SPCC plan was prepared for each facility to identify the contents of the tank, provide measures to avoid spills, emergency clean up measures and guidance on periodic training programs, facility inspections and emergency response.
YU conducted the environmental site assessment and prepared design drawings for SPCC Plan. Decisions in relations to construction of new tanks, decommissioning and improvements on the existing ASTs were based on the tank tightness test and other assessment parameters. YU conducted all compliance inspections under NYSDEC PBS program 6NYCRR Parts 612,613 and 614 and prepared a SPCC Plan for each facility.
