YU & Associates, Inc. (YU) was retained to provide this confidential client with environmental services at the Site. Primary services included reviewing previous environmental information, conducting Phase II Investigation and remedial investigation, developing a Remedial Action Plan, and performing remediation oversight including UST Removal.

The Site, designated as a NYCOER E-Designation (hazardous materials) site, and enrolled into the NYCOER Voluntary Cleanup Program (VCP), is around 40,000 square feet. The proposed future use of the property will be a 15-story mixed-used hotel-condominium building with full cellar and sub-cellar levels.

After reviewing previous environmental information, YU prepared a Phase II Investigation WP to detail Phase II investigation scope of work as per required by NYCOER in response to the proposed development project. YU also prepared a site-specific HASP and conducted the remedial investigation to delineate the nature and extent of soil, groundwater, and soil vapor contamination in accordance with the New York State Department of Environmental Conservation (NYSDEC) Division of Environmental Remediation’s Technical Guidance for Site Investigation and Remediation (DER- 10). A RIR was developed by YU to provide sufficient information. YU coordinated with NYCOER and obtained approval.

YU developed the Remediation Action Plan including Contaminated Soil/Fill Material Removal, Composite Cover System, and Vapor Barrier System. YU conducted remediation oversight at the Site in compliance with the Healthy and Safety Plan (HASP), Community Air Monitoring Plan (CAMP), and Soil/Materials Management Plan (SMP). The work under YU’s oversight including excavation and removal of soil/fill material exceeding Track 1 Soil Cleanup Objectives (SCOs), off-site disposal of all soil/fill material, sampling and analyzation of excavated media, and installation of Vapor Barrier System and Composite Cover System.

Following construction excavation activities on the property, five underground storage tanks (USTs) were uncovered. YU designed and implemented the tank removal and spill remediation plans which properly excavated, transported, and disposed of the impacted soil and materials at the permitted off-Site disposal facility. YU prepared a Tank Removal Report including the site activities and soil disposal documentation. YU coordinated with and obtained approvals from NYSDEC.
