As a part of the Passaic Riverfront Masterplan and the continuing revitalization of the City of Newark, Claremont Newark proposed a 12-story, 200,000 sf office building to house the FBI Northeast Headquarters and provide retail and restaurant space. Claremont Newark was awarded this design/build/operate/maintain project by a United States General Services Administration competition.

The siting of the building presented many challenges because of its location in the 100-year floodplain as well as easement and right-of-way issues. As part of the design team YU & Associates, Inc. (YU) was retained to provide planning and site engineering service for this project. YU prepared all necessary documents for an extensive permitting process to obtain a FEMA conditional map amendment and NJDEP Waterfront Development Permit. The site design focused on creating a pedestrian friendly atmosphere with access to shops, restaurants and the waterfront. The site engineering involved the design of a new city street with access to a state highway. This city street was located to provide access to the building as well as to the future waterfront park and promenade. The stormwater management included measures for water quality prior to the discharge into the Passaic River.
